I think it’s syllables if you pronounce the state using that state’s accent:
Cal-i-for-nya
Tex-ah-us
Flor-duhh
Nawk

This isn’t the right answer, but it is very interesting:
California has four, Texas has three, Florida has two, and New York has one. What are they?
Different vowels in the names of their capital cities?
New York’s capital is Albany, with 1 vowel, a, in it.
Florida’s capital is Tallahassee, with 2 different vowels, a and e, in it.
Texas’ capital is Austin, with 3 different vowels, a, u and i, in it.
California’s capital, Sacramento, has ….uh, oh… only 3 different vowels, a, e and o, in it.
I told you it wasn’t the right answer.
