The trick for a cellphone (or other electronics) that have gotten dunked is to get them cleaned out as well as dryed out.
My phone went through the washer and I realized during the rinse cycle. I pulled it out and the lights were all on, so I pulled out the battery and disassembled it. I filled a baggie with distilled water and bathed all the parts a couple of times. I set them out to dry on a microfiber towel. A couple of days later, the reassembled phone worked fine but always had colored stripes across the screen.
The rice might get some water out, which is good, but it won’t get the stuff dissolved/suspended in the water out. That gunk is what messes up the electronics; pure water doesn’t conduct electricity, which is why I used the distilled water rinse.

An alternative to the rice to dry out the cellphone are the packages of dessicant that come in all sorts of items especially electronics. They work wonders to keep moisture out of gear, evidenced by the fact that they come from the factory with it. And they are reusable. just leave them to dry and they are ready to go again.
