To speak to the Indianapolis mayor’s race: yes, there was a huge upset, but the voters were also hugely upset about a huge increase in property tax bills. It may have not been Peterson’s fault, but he was the one that took the fall for the crisis. Whoever was in office would have probably been voted out.

I agree, Jethro Tull beating Metallica was a much bigger surprise than Clapton beating Nirvana.
