In 1948 I begun a study of islands world wide to find unclaimed islands on which to settle and form a tax haven nation. The Minerva reef was one of the places which a good amount of research was done.
Unlike those who tried to set up the Republic of Minerva,World War 2 had only recently been over,arms and air craft where easy to come by,as was heavy construction equipment. A live able island could have been created from the North Reef,which would have included an air strip,6 to 12 fighter bombers,anti aircraft guns and coastal defense guns,plus about 600 man force. Trained man power was ready available from war veterans world-wide.
Taking a worthless island at the cost of war Wake Island more poorly armed than Minerva would have been is not worth the price in blood and money that
taking Wake cost the Japanese.
Had a well armed force met the King and his Marines he would have packed up and went home. To control a country you must be able to defend your self. The little guy has to pack enough punch to make messing with him is not worth the cost. Other wise every do gooder,or bad guy is going to walk in and shove you out. Once you have your own flag and able to do business getting rid of you becomes event harder. Nation building is not impossible,it takes good planning,with the right leadership.
