What (specifically) do these eight letters have in common, and with that in mind, what’s the only other letter of the alphabet that should appear in this list?
I agree. It seems that this is a matter of interpretation and that none of them is truly to scale. To what degree they differ seems open to interpretation. I will vote for these letters with the only close exception being Mm
Pp aren’t exactly the same either. Just like the tail at the end of the “u”, there is a slight tail on the top of “p” that isn’t there with the uppercase version (at least on my default font).

Kk looks just as similar or more similar than Uu… is there a reason it didn’t make the cut? The capital U doesn’t have the tail the lower case u does…

When I learned my letters (In the UK) lowercase “f” was written with the vertical stroke terminating at the horizontal line, as with Uppercase F.
