Why are codenames necessary if we know who they belong to?

Interesting that they use alliteration in the naming *P*hoenix and *P*arasol / *R*enegade and *R*enaissance.
Of course I wonder if these are just the public call signs and the secret service actually has other ones

Tumbler would have better fit Gerald Ford.
