cp, according to Wikipedia, Raliegh has a population of 392,552. That is considered small to a lot of people. Just because something is a capital doesn’t mean it’s big!

I wouldn’t exactly call Raleigh a “small city in North Carolina”, what with being the capital of the state and all. And the second largest city in the state.
