The joke is about the phenomenon called “blue shift,” wherein the light bouncing off an object is shifted to a higher wavelength (toward the blue end of the spectrum) because it is moving towards the observer. Or in the case of a tailgater, the observer is moving towards it. The opposite phenomenon , when the light shifts to the red end of the spectrum because it the object is moving away from the observer, is called red shift.
