I got it in a round about way. I went simple and gambled that the difference in numbers was significant. 17 is four less than 21 so I supposed that 9+4=13+4=17+4=21 and that’s how I got my answer.

I counted vowels and consonants, total of 5 letters per name X #vowels + #consonants.

Another method is to count the first vowel for 9 points and each subsequent vowel for 4 points. Works too!

You could get the same result by ignoring the consonants.
Cliff, Ernst have 1 vowel,
Shane has 2, Mario has 3 and Louie 4.. so
putting them in the ascending order
9 x 17 21 => x = 13
